If you re-os a compute where the guests use ceph backed storage without migrating the guests and try to start the guest back up, nova will bitch that /var/lib/nova/instances/$uuid/libvirt.xml does not exist. Just create /var/lib/nova/instances/$uuid and chown nova.nova
